Former First Deputy Medicaid Inspector General Joins Barclay Damon's Health Care Practice

ALBANY, NY "” May 17, 2016 "” Barclay Damon, LLP is pleased to announce Robert A. Hussar has joined the law firm as a partner in the Albany office. Mr. Hussar served as the First Deputy of New York State's Medicaid Inspector General's Office (OMIG) and also served briefly as Acting Inspector General. He was most recently an attorney at the national law firm Manatt, Phelps & Phelps, LLP.

A member of the firm's Health Care & Human Services and Health Care Controversies Practice Areas, Mr. Hussar has over 20 years of experience in the public and private sectors, providing advice and strategic direction on Medicare, Medicaid, and other payor regulatory, compliance, licensure, and reimbursement issues.

Mr. Hussar's role with OMIG, the state's lead health care regulatory body, included strategic planning and leadership for New York's $50 billion Medicaid program. This involved oversight of more than 600 employees and 150 contractors and an annual budget of approximately $100 million. He was directly responsible for the implementation of mandatory provider compliance plans and corporate integrity agreements, and he chaired provider advisory committees focused on compliance guidance, self-disclosures, and OMIG's audit processes. Mr. Hussar was also a senior manager with Deloitte, a global accounting and consulting firm, where he focused on the design, implementation, and improvement of provider and payor compliance programs and state program integrity units. He also served as chief compliance officer for a health care system made up of more than 15 affiliate entities.
