James D. Horwitz joins Hiscock & Barclay as Of Counsel in Albany

Albany, New York - April 16, 2014 - James D. Horwitz has joined Hiscock & Barclay, LLP as Of Counsel in the firm's Albany office. Horwitz will focus his practice in the area of health care as part of Hiscock & Barclay's Health Care and Human Services Practice Area.

Horwitz, a resident of Queensbury, is a graduate of Western New England College School of Law and Union College. He was previously a partner in Overton, Russell, Doerr and Donovan, LLP and, prior to that, Vice President of Corporate Responsibility and General Counsel at Glens Falls Hospital for more than 22 years.

While at Glens Falls Hospital, Horwitz built the hospital compliance program, drafted, reviewed and negotiated contracts; addressed patient care and medical staff issues; regularly petitioned for Article 81 guardianships and had a lead role in the creation and adaption of revised medical staff bylaws at the 442-bed hospital system.

Before joining Glens Falls Hospital, Horwitz was a partner in the firm of McPhillips, Fitzgerald, Meyer & McLenithan in Glens Falls.

Horwitz has been a frequent lecturer before the Health Care Compliance Association and on health care compliance before the New York State Bar Association.

Since returning to private practice, Horwitz has acted as outside counsel to healthcare institutions and individual providers on a number of healthcare legal issues.

In addition to the Albany office, Horwitz expects to continue to work with clients in the Glens Falls area.
